We observe (from left to right): 

1. A Zoll Sekretar (chief warrant officer) medalist for long service in the Wehrmacht (4 years minimum, a medal for the annexation of the Sudetenland and that of the Anschluss.
2. A ZollAssistent Ausserplanmassig. This appears to be an "alternate" grade, although it looks more complex. The rank is an equivalent of Stabsgefreiter (Chief Corporal).
3. Probably a Zollbetreibassistent, even if very complicated to say (we only see the shoulder pad). The equivalent would be Oberfeldwebel or Chief Warrant Officer. The shiny band on his sleeve is the arm band specific to Zoll units.
