It remains to be confirmed but the collar tabs seem to be Zoll, as well as the cap cockade (slightly larger than the Heer one).

That said, his jacket is strange because it has a large number of buttons a bit like the Polizei jackets, it is possibly a Model 27 jacket with recut bottom pockets.
